Global Business, Trade and Investment II (GBTI-II)
Indefinite Quantity Contract (IQC)
The Mitchell Group (TMG) has been awarded a Global Business, Trade and Investment (GBTI II) Indefinite Quantity Contract (IQC). TMG is a veteran-owned, business with the USAID specific experience needed to manage the GBTI IQC effectively. TMG has implemented over 75 projects for USAID in 57 countries, including three institutional support services contracts and six global Indefinite Quantity Contracts (IQCs).
The GBTI II IQC makes available the services of a 16-member TMG led-consortium. The consortium is characterized by its high quality and extraordinary depth and breadth of experience.
Consortium strengths are:
- TECHNICAL EXPERTISE in all major GBTI areas;
- EXPERIENCE in all regions and USAID country categories; and
- IMPLEMENTATION CAPACITY for very large and complex to small and highly specialized projects.
Access to the tmg consortium
GBTI II scopes of work (SOWs) should be forwarded from the USAID management unit to USAID/EGAT/EG for approval.
Once the SOW is approved, the USAID management unit may avoid the extra step of competing the Task Order by going to TMG as a sole-source, small business. Missions may issue Task Orders to TMG of any size without further competition.
Mr. Chris Brown, the Project Manager for TMG for the GBTI II IQC has extensive experience managing, designing and implementing USAID economic policy and private sector programs in the field and USAID/Washington.
Mr. Jenkins Cooper, the TMG Director of Operations with more than 25 years of development and USAID experience, will provide backup for Mr. Brown.

Assistance to basic education (ABE-BE) Indefinite Quantity Contract (IQC)
USAID/EGAT Assistance to Basic Education/Basic Education Indefinite Quantity Contract (IQC): TMG is currently engaged with a $100,000,000 global basic education contract designed to provide technical assistance and services in support of basic education and to build human capacity through education and training. This project directly supports USAIDs objective to improve and expand access to quality basic education (primary education, secondary education, literacy training for adults or out of school adolescents, early childhood development or training for teachers). TMG has assembled a large consortium of leading firms in education, and has as its Project Director, Sally Patton, an experienced ex-USAID education officer, with worldwide experience.
Services can be ordered by USAID in three simple steps:

A Mission/Bureau prepares a scope of work for a task order within the program framework and scope of the Basic IQC.

The Cognizant Technical Officer (CTO) through the Contracting Officer (CO) submits a Task Order Request for Proposal (RFTOP) to the contractor.

The contractor prepares a response in compliance with page limitations for proposals, as follows: For Task orders estimated to be more than US$100,000 and equal to or less than US$2,000,000: TOCO may not ask for more than ten (10) pages of Technical proposal (page limit does not include resumes, graphs, and past performance information) and cost proposal of no more than two (2) pages. (“simplified procedure”)
For Task orders estimated to be more than $2 million: TOCO may use the simplified procedure above, or has the discretion to decide how much documentation above the minimum set forth above is needed to assess the technical capability and cost of the contractor.
