Position Responsibilities

Economist

Analyzes system-level issues of costs and outcomes in education and the labor force. Experience and training in economics or business including specific emphasis on development economics, institutional economics, cost-benefit analysis and extensive experience applying economic analysis in program and project design or evaluations in developing countries.

Environmental and Agriculture Analyst

Experience in economics, engineering, agriculture or social sciences with specific emphasis on natural resources management and agricultural sustainability in developing countries. Extensive experience analyzing the development, diffusion, and adoption of resource use technologies in the context of development programs and projects in developing countries

Ethnographic Methods Specialist

Evaluation of social sciences with a special emphasis on ethnographic methods, informal surveys, direct observation, focus group interviews, community interviews, key informant interviews, etc. Will assist in the implementation of ethnographic methods in evaluating development programs and projects.

Government Analyst

Experience and training in economics, policy analysis, public administration, management, or social sciences including specific emphasis on quantitative and qualitative analysis of economic adjustment programs and extensive experience with methodological approaches to assessing economic policy reforms in developing country settings. Extensive experience designing, implementing or evaluating programs in the fields of civil society, rule of law, legislative strengthening, judicial improvement, local government, and public accountability in developing countries.

Health/Nutrition Analyst

Experience and training in medicine, public health or a social sciences field related to health, nutrition, dietetics, medicine, public health or a health social science field such as social marketing, or health education. Extensive experience applying health analyses in program and project design or evaluations in developing countries. Humanitarian Aid Analyst

Experience and training in education, management, personnel, health, economics or a related social science field. Extensive experience in developing, designing, and evaluating developing country programs in personnel, education, health or social welfare.

Operations Research/Institutional Analyst

Experience and training in operations research, management, economics or social sciences with specific training in analyzing service organization and delivery, program and project management; and extensive experience conducting operations research and management analysis in developing country settings.

Program and Policy Analyst

Experience and training in economics, policy analysis, public administration, management, or social sciences including specific emphasis on quantitative and qualitative analysis of economic adjustment programs and extensive experience with methodological approaches to assessing economic policy reforms in developing country settings.

Social Science Analyst

Statistical Analyst

Experience in the evaluation of social science, statistical and operations research with an emphasis on statistical analysis methods, including non-parametric techniques associated with relatively small samples, and applying statistical analysis techniques to evaluate programs and projects. Experience in business management, statistics or area related to program analysis and data assessment, development of program evaluation, monitoring, feasibility assessment and data collection technique; experience in assessment management in the private and public sectors.

Strategic Planner

Assist in the development of plans for the implementation of economic, health/population, political science/government and ecology/environmental programs. Assists ministry, districts and non-government organizations (NGO) programs with projections of activities and levels of effort

Survey Design & Researcher

Experience and training in social analysis, economics, policy analysis, public administration, management, or social sciences. Design and develop evaluation and social science survey methods, question wording, questionnaire design, sampling techniques, survey implementation, coding and computer processing of data from surveys.

Assessment and Measurement Specialist

Experience in business management, statistics or area related to program analysis and data assessment, development of program evaluation, monitoring, feasibility assessment and data collection technique, practical office management experience in assessment management in the private and public sectors. Assists with development and use of new techniques of systemic and individual evaluation.

Community Development Specialist

Experience and training in education, management, economics, or a social science field. Understands the interplay between the community and the education system. Can Introduce techniques to enhance or improve the role of the community in supporting schools and the educational system.

Curriculum Design/Development Specialist

Experience in education or social sciences with an educational techniques. Understanding the developmental needs of children and adults for learning. Can design programs, activities, and curriculum appropriate for different learning styles and stages. Can introduce techniques that make learning more efficient and effective.

Distance/CAL Education Planner/Specialist

Experience in education or social sciences with an educational techniques with an emphasis on the human/technology interface. Understanding the developmental needs of children and adults for learning. Can design programs, activities, and curriculum that use technology to enhance learning. Works at the classroom level to demonstrate and evaluate the use of computers to improve learning.

Early Childhood Development Specialist

Experience in elementary education or social sciences with an emphasis on early childhood. Understands the developmental stages of children, ages infant to kindergarten. Can design programs, activities, and curriculum for these ages.

Education Specialist

Experience in education or social sciences with an educational emphasis. Understands the educational needs of elementary, secondary, and adult learners. Introduces techniques which make learning more efficient and effective. Assesses and suggests applications of appropriate technology-based innovations. Focuses of populations "left behind" by the formal system. Analyzes issues adversely affection opportunities and outcomes of learning and work for disadvantaged groups, such as minorities and females. Disseminates and applies proven educational techniques to other situations. Works on supervision and management issues at the level of principals and below.

Business Process Re-engineering

Applies process improvement and reengineering methodologies and principles to conduct process modernization projects. Responsible for effective transitioning of existing project teams and the facilitation of project teams in the accomplishment of project activities and objectives. Provides group facilitation, interviewing, training, and provides additional forms of knowledge transfer. Key coordinator between multiple project teams to ensure enterprise-wide integration of reengineering efforts.

Info Systems Manager

Experience in business administration, information technology, management, computer science, computer modeling, LAN systems, Internet systems, data base programming and financial/cost accounting models. Information Systems Specialist

Under limited supervision, assesses non-routine problems and investigates, develops, appraises, selecting, and presents solutions. Exercises independent judgment in the performance of duties, which require an interdisciplinary approach using principles of economics, engineering, computer science, life-cycle analysis, and human behavior. Bachelors Degree in an associated discipline and a minimum of five years of related experience or an equivalent combination of education and training that provides the required knowledge, skills, and abilities.

Consultant

Works independently under general guidelines or objectives. Possesses demonstrated advanced technical and managerial skills; fully knowledgeable and experienced in all aspects of a program or functional area. Applicable functional areas include systems engineering, network engineering, acquisition management, business process reengineering, specialty engineering, organizational planning, financial management, acquisition logistics, configuration and data information systems, and support or program management. Manages large, complex systems acquisition projects or major functional areas. Plans, develops or supports programs/projects. Establishes objectives and requirements. Publication Specialist

Experience in international affairs, familiar with various media techniques, strong writing and editing skills; multitasking skills are essential. A knowledge of public information techniques; ability to utilize communications and information media effectively; ability to evaluate public information potential of written and visual materials; skilled in researching and writing publications, ability to provide guidance on writing or editing publications; skilled in desktop publishing such as Microsoft publisher and other popular software packages associated with this area warranted for quality work; at least three years of experience in managing a document/resource center or related division. The publications specialist will also supervise assistant publications specialists.

Budget and Financial Analyst

Experience and training in management, economics or pubic administration with specific emphasis on public finance, project and program financial analysis in develop9ing countries. Extensive experience analyzing the institutional structure of firms and organizations and budget and financial analysis of project design & evaluations.

Human Resources Analyst

Deals with issues form employers' viewpoint and need for appropriately trained personnel.

Develops and/or oversees plans for automated data processing systems from project inception to conclusion. Analyzes information to be processed. Defines and problems and develops system requirements and program specifications from which programmers prepare detailed flow charts, programs, and tests. Coordinates to ensure proper implementation of program and system specifications. Analyzes functional business applications and design specifications for functional areas such as payroll, logistics, and contracts. Develops block diagrams and logic flow charts. Tests, debugs, and refines the computer software to produce the required product. Prepares both program-level and user-level documentation. Provides technical direction to others as required ensuring system deadlines are met.

Financial Systems Specialist 2

Assists in analysis and development of computer software while functioning in numerous engineering, business, and records management areas. Assists in developing plans for automated data processing systems from project inception to conclusion. Analyzes information to be processed. Develops system requirements and program specifications from which programmers prepare detailed flow charts, programs, and tests. Coordinates with senior programmers to ensure proper implementation of program and system specifications. Provides support for the installation, testing, implementation, and ongoing maintenance of the hardware/software.

Financial Systems Specialist 3

Assists in analysis of functional business applications and design specifications for areas such as payroll, logistics, and contracts. Develops block diagrams and logic flow charts. Assists in the translation of detailed designs into computer software. Tests, debugs, and refines the computer software to produce the required product. Prepares both program-level and user-level documentation..

Project Accountant

Responsible for major segments of the work performed under contract. Supervises and directs the efforts of the accountants in the performance of procedures specified in the project plan. Exercises supervisory control over field personnel and reviews work products prepared during the conduct of the work performed under contract for proper documentation. Summarizes the results of the work performed under contract for consideration by the Task Leader or Project Manager for inclusion in the draft report.

Program Director

Performs non-routine functional activities of a project by providing management and technical direction to project personnel. Exercises independent judgment, as well as a high level of analytical skill in solving non-routine technical, administrative and managerial problems. Responsible for all aspects of project performance and assists in the overall direction to all project-level activities and personnel.
