Planning
Strategic planning and analysis is the first step in the
planning model. This step describes and defines the external environment
in terms that allow the organization to develop and deploy specific
core competencies and skills. It also defines the internal processes
that support those skills and competencies. The process must continue
to articulate the model in terms of specific processes, inputs,
outputs, and linkage to other processes. This definition process
highlights points where particular measures can provide early warning
of problems or opportunities. Measures can then be developed to
