Strategic, Tactical and Operational-Level Planning Support
Strategic
planning and analysis is the first step in the planning model.
As discussed in SIN 874-1, this step describes and defines the
external environment and the internal processes needed for supporting
the long-range goals of the organization. Tactical planning provides
plans and action items to be accomplished for supporting the strategic
goals and plans, and for providing guidance in operational planning.
Operational planning relates to accomplishments in the near-term,
and helps in developing the actions that must be accomplished for
meeting the tactical and strategic goals of an organization.
Comparison
of In-House Bids to Proposed Interservice Support
In support of
government programs, The Mitchell Group provides the expertise
needed for developing an analysis of multiple in-house bids for
accomplishing a particular mission. Various factors are considered
by The Mitchell Group, such as existing resources, internal capability,
cost, opportunity cost (if resources are not available), and the
expertise needed for accomplishing the mission.
Assessments and
or studies of potential privatization initiatives
Privatization
initiatives have three distinct phases: Analysis (whether or not
to proceed), Planning (how), and Implementation (getting it done).
Because privatization is a management tool and not a substitute
for management, all three phases require sustained attention and
appropriate stakeholder participation. Privatization analysis seeks
to answer four fundamental questions:
- Is the activity or asset a viable candidate for privatization?
- What
are the costs and benefits expected from a privatization option?
- Is
privatization sensible to pursue?
- Do the tangible
and intangible benefits outweigh the costs?
The privatization decision will be reached differently with each
asset or service determined to be a candidate and may require a
complex set of analyses that could be unique to programs, sites,
or the assets themselves. The ultimate decision rests with the
Program Managers, who are best equipped for evaluating the intricacies
related to each potential candidate.
Development of Quality Assurance Surveillance Plans (QASP)
We have developed a Quality Assurance Plan (QAP) and a Quality Assurance
Surveillance Plan (QASP). In developing the QASP, the QAP must
be reviewed, and a method of collecting the metrics and performance
measurements that have been defined must be developed. This is
called the Performance Framework, and should include the following:
- Emphasize achieving results and implementing strategy
- Focus
on high-impact performance measures
- Empower
process owners to make improvements
- Allow
comparisons to best-in-class performance
- Bridge
the gap between strategy and implementation
- Facilitate
communication
- Stresses team improvement,
not individual control
Most importantly, the QASP must be one that can be accomplished
and can measure performance areas that are critical to the completion
of a project.
Development of In-House Government Cost Estimates
The development of cost estimates is an integral part of program
and project management. The Mitchell Group utilizes several techniques
and methodologies for obtaining project estimates. The most common
and useful across many different technical and function areas is
utilizing a Work Breakdown Structure (WBS). Once the WBS, containing
all of the activities to be accomplished on the project is developed,
a project estimate is developed. Other methodologies are used for
developing estimates, such as Function Point Analysis, Specific
Analogy, etc. The Mitchell Group’s staff utilizes the methodology
that is most appropriate for the application and technology to
be used, as well as the most acceptable to the users.
Development of Performance-Based Statement of Work (PSW)
The Mitchell Group uses an interdisciplinary team approach in developing
the Performance-Based Statement of Work (PSW). The team includes,
at a minimum, The Mitchell Group consultants, the Contracting Officer
(or designee) and a technical representative. Additional team members
may include a representative from the contractor/user staff. Once
established, The Mitchell Group consultants facilitate any necessary
team meetings. Team meetings are kept at a minimum and will be
focused.
The key elements of a PSW include a statement of the required
services in terms of output, a measurable performance standard
for output, and an acceptable quality level or allowable error
rate. The Mitchell Group identifies only those outputs that are
essential and should be a part of the PSW, and express these outputs
in clear, concise, commonly used, and easy measurable terms.
The Mitchell Group structures the PSW around the purpose of the
work to be performed (i.e., what is to be performed, rather than
how to perform it). To the maximum extent possible, the PSW is
a stand-alone document referencing mandatory requirements, with
minimal references to regulatory or other guidance.
